Charlotte Iserbyt was an American freelance writer and former senior policy advisor to the U.S. Department of Education.
While working in the Office of Educational Research and Improvement, U.S. Dept. of Education, in 1981, Iserbyt was assigned to work at the National Institute of Education, research arm of the Department. One night she needed a typewriter ribbon so she went to the supply room to look for one. Instead, she found a box entitled "The Goodlad Study".
John Goodlad produced this study which consisted of four books funded by major tax-exempt foundations, outlining the restructuring of education which became the official plan in the early 80's and which is being implemented today.
