This is a brief presentation on a paper I presented last month at the annual conference of the North East Academy of Legal Studies in Business (NEALSB) that deals with the issue of notarial fraud and examines the training, powers and qualifications of notaries public throughout the U.S. in contrast with the vast majority of countries around the world to explain why so many foreign-born immigrants fall prey to unscrupulous notaries public that fraudulently engage in the unauthorized practice of law. The paper is titled "When Legal Systems Clash: Why Foreign-Born Residents Fall Prey to Unscrupulous Notaries Public and What Can Be Done to Prevent It."
