South Carolina has first-in-the-nation primary status.  But what will we do with it?  Will we continue to govern the party by rules designed to concentrate power in the Chair while ignoring the concerns and priorities of the overwhelming majority of its electorate? This method, having proven ineffective, must be abandoned.  We must have a plan that will be adhered to by the next leaders.  The plan must precede leadership.
