As a share of the overall budget, the 2016 allocation for the education sector is the lowest in five years—three percentage points below the 20 per cent budget target set by the dakar framework for education for All.
 
Primary education accounts for 59 per cent of the budget, secondary education for 21 per cent, and higher education for 13 per cent. Support services comprise 7 per cent.
 
the lion’s share of the education budget (84 per cent) is allocated to salary-related costs.
 
the high level of emoluments puts pressure on investments in education quality and infrastructure. for example, the school infrastructure budget for 2016 has declined by 41 per cent despite having 6,093 incomplete classrooms, 4,704 temporary classrooms and a ratio of 11
primary schools to 1 secondary school, according to the 2014 educational statistical bulletin.
 
in recent years, budget execution at sector level has been relatively good at around 90 per cent.
