The Pan-African Congress was held beginning in 1919 to coincide with the Peace talks in Paris after World War I.  W.E.B. DuBois was as usual the driving force behind this meeting, with European colonization in Africa as the main topic.  Fifty-seven delegates represented fifteen countries.  In all, there have been 8 conferences, the last one held in 2014 in South Africa.
