The Casey bill is pending before Congress and appears not to stand much chance of passing this session. It's goals are modest. Patrick tells us that it would criminalize the sale of social security numbers, force Medicare to stop use social security numbers for identification purposes and force the IRS to act on tax refund fraud within 90 days. And yet Congress seems disinterested in addressing these problems. There's much more that could be done, how about going to a pin based system that would enable the elimination of ss numbers altogether. Until Congress gets tough on this issue, nothing will get done and Americans will continue to be easy marks.
