In December of 1980 a new serial killer would emerge. The difference with this one is he seemed to have a conscious and a will to want to be caught. This is unusual in the world of serial killers. The other thing that set him apart is that he would call the police on himself after a crime was committed. When the police spoke with him, this creepy weepy voice would be heard giving him the name the Weepy voice killer.
