Smugglers would round up the street dogs in the villages and tie them to the netted goods being smuggled, drowning the animals as the goods dragged them down.   When the customs officials inspected the small boats - no contraband was found - usually whiskey etc.

Overnight, the gases in the dog’s stomachs would expand and fill like a balloon. The dogs would then float to the surface and bob on the waves with their netted contraband hanging beneath them. 

The smugglers would be there early morning to collect their illicit goods.   Hence the term 'Dogs are Dancin'’...'  rather a macabre story, yes, but no less true. A chilling reminder of the past, this song acknowledges human failings, whilst reminding us all that we can be better, should be more aware and, together, prevent further inhumane animal treatment...
