Every year New York City government agencies give out around $20 billion of contracts for things like snow removal, construction, and trash bags. Thirty percent of that money is supposed to go to minority and women-owned businesses. But just five percent does. So the city’s Comptroller proposed a solution — requiring a Chief Diversity Officer in every city agency. Camille Petersen reports.
