The Housing Minister says the Kiwibuild scheme was never supposed to get low-income earners into their own home.
Solo buyers earning less than 120,000 and couples earning less than 180,000 will be eligible to buy under the Government home-building scheme.
More than 6000 people have already signed up for the ballot.
National says the scheme should have been limited to low and middle-income earners, but Phil Twyford told Mike Hosking that isn't what Kiwibuild is about.
"This is not a welfare policy, this is about the Kiwi dream for people who, a decade ago, would've quite rightly presumed they would have been able to have a crack at owning their own home."
