When Philadelphia city officials found that $33.3 million was missing from the city’s main bank account earlier this year, they hired an outside firm to investigate. They now say they’ve found a big chunk of the missing funds. Last week, accountants figured out that debt payments totaling $21 million had been paid from the wrong account.
