Sources told the Inquirer that a Philadelphia Parking Authority leader bribed City Councilman Bobby Henon to stop an audit. PPA board chairman Joseph Ashdale also allegedly threatened council members who supported a deeper look into his agency. The audit in question is from 2016. And it aimed to determine whether the PPA was withholding money from city schools.
