You can learn to play piano even though you don't own one. What is needed is access to a practice room. There are practice rooms in colleges with music programs which may or may not be open to the public. Check it out. Learning to play in public is learned while playing piano in public. It's the best of all worlds as a music student to play (practice) with an audience nearby. One or two people do fine as your confidence builds.
