Public comment:
Mrs Smith speaks highly of police. Voices concern about water issues. Chlorine and other contaminations in the water. Bath tub has blue in it, smelly (my guess is copper corrosion). It’s very much effecting her. Leave from water itchy. Definite health hazard. Fill continue to filter for washing clothes, food, showering. Neighbors water might be muddy. Increase in water bill as well that she can’t use.
Tasha Blake: issue of sinkhole at her resident still. 221 LAKEWOOD DRIVE PICKENS

Fair housing: 2022-02 Patrick motions, Robert seconds

Standard allowance for lost revenue request : American rescue plan. Took effect 4/1/22 loss revenue calculation allows to calculate to the FED a lesser amount than had.

Jeep explosion: 9/24 Jimmy and Russ ask for funding. 415 jeeps last year. 500 on Main and surrounding parking lots. Looks bigger for this year. Going to give away a Warn winch. Jimmy asks for $2100 with out toilets, $2600 with. funds, port-o-johns. Banners to be updated. Auto parts stores donated last year, but isn’t going to ask this year. Police are aware, and will help. Fred Perry (Clemson 4wheel drive) will be the awards presenter. Larry will be there as well. Motion by Isaiah, second by Donnie.

Pickens azalea festival: second building desired to be placed next to azalea fest building. Will contain supplies, and such. Motion Donnie, second by Lois

Legacy square fountain: last spoke in February. Reno was discussed. Qualifications were placed. 2 companies responded. WP Long Inc. from Sc. Package is $134k, blue flame, and LED’s. Rep. Hiott found $55k. Builder would have to encapsulate fountain. There might be a final reveal. Build time frame is unknown. Councilman Lark asks for specific proposal and scope of work. (The proposal will detail what is to be completed.) Local mason to repoint existing bricks. Motion by Jimmy, second by Donnie.

Doodle trail golf carts: What is the policy. Chief Beach reached out to Chief Whitten in Easley concerning it is. Easley has only issued one permit. Pickens zero. Pickens social media has only negative comments. Golf carts are banned. Policy doesn’t work, and there really is no interest. Senior citizens have interest in riding the Doodle trail. Signage is needed.

SCDHEC lead and copper rule update: Phillip Trotter introduces that SCDHEC endorsed 2024 deadline. Harley Deal speaks. New regs are fully comprehensive. What they have to do is set by previous findings. Low findings thru out the system. Moves from 1 liter, to 5 liter test. Schools and daycares must now comply. Distribution side can see what’s outside your home. On their side of the meter, but now must know if there are lead lines on home owner side of the meter. 4500 taps. Tons of leg work. Massive under taking. All residential inventory (who has what pipe materials) must be accumulated by 10/16/2024. Lead service lines have never found lines. A lot of regulation, but don’t know how to enforce them. We must become ambitious with this project to stay ahead of them. Government is passing money out to get a handle on this. To get access we need to show them we are really trying to get a handle on this.
