The Wisconsin Supreme Court struck down the Evers administration's "Safer at Home" restrictions this week, transforming the state's response to COVID-19 into a veritable jigsaw puzzle of local policies. And the court's decision itself was no less of a puzzle, with a pile of dissents, concurrences and footnotes. So what does it all mean.
