There have been valid complaints about members of Congress and their staff not having enough time to read the text of the more than 5,000 page relief bill. The bill includes tax benefits for racehorse owners; hundreds of millions of dollars in economic aid to the Palestinians, and $40 million for the Kennedy Center.
