Community is your sense of belonging, of place; it's spatial, not bounded by geography, but crossing municipal boundaries. It may be based upon a faith group, service organization, extended family or your physical neighbourhood. Knowing that preparedness is the totality of attitudes and actions that empower you to navigate exogenous shocks, connecting you to the space in which you live is the best, free thing you can do. 
It's the evidence, not what you believe, but what we know, from studying over 100 years of significant events, leads to better outcomes. What did the people do differently that enabled them to have a better post event outcomes than someone else that experienced the same conditions. The answer - their sense of place, connectedness and the power of community. Not stockpiles, money or equipment. That's the evidence.
