Between 1993 and Jan 2019, all arms of the State freely admitted to the use of 'Test Cases' to decide workers were self-employed. By Dec 2019 the State was vehemently denying their own documented confessions of using 'Test Cases'. What changed? Martin's tenacity, that's what.
