A nerdy discussion on the role of public policy in society and emergency management as well as some thoughts about Ontario's EM structure and how we can improve it.  Public policy is enacted asa the framework of our society, to codify what we expect of citizens, behaviour, form the institutions that govern and to assign responsibilities, accountability and resources where best suited.
