How does something become a policy, how do we seem to tackle important issues over a decade, but some dramatic changes are implemented overnight?  This discussion on public policy frames the governance system of emergency management in Canada, it is well done and a model to be emulated.  A bit of a nerd out, but fun nonetheless.
