Being kidnapped by terrorists or foreign dictatorships is a terrifying ordeal. For government officials, it is a nightmare as they do not want to “negotiate with terrorists” but yet face public demands to get the victims released. But based on my assessment of recent Canadian cases since Justin Trudeau became Prime Minister, the results are not encouraging for the victims. The Government of Canada only seems to invest significant efforts where the victims are connected to the Prime Minister's inner circles. It seems to help if you are connected to the Muslim Brotherhood and Omar Alghabra.
