Rachel Carpenter, Chief Safety Officer at the California Department of Transportation (Caltrans), joins the ITE Talks Transportation Podcast to discuss why the department adopted the Safe System Approach in an effort to reverse traffic fatality rates and address speed, among other safety improvements.
