The people of Toronto are the issue, when it comes to solving the extremely complicated and difficult issue around the homeless in the downtown core (it's not complicated, nor difficult, btw)

Tory and city council rhetoric remains the same, since the citizens of the city don't seem to mind... "Maybe if we just give it one more try, it'll be resolved!! I swear, this square peg will eventually fit into that round hole"

As long as they hear the something is happening (when nothing really happens - other than pockets getting lined), Tory's city loves him! It's the bizarro world here. When Rob Ford is the villain, and John Tory is the hero.
