This episode takes place in flashbacks as Sisko tries to clear his conscience by recounting recent events into a log. We learn he dreads posting war casualty reports and realizes he must find a way to get the Romulans into the war. He dangerously entangles himself in a plan with Garak that he finds soul tarnishing from the drop. But does that stop him from proceeding? It does not.
