There are two parts to giving Tzedakah. One is the physical action of helping and giving the poor, the other is the attitude behind it to give with an open mind and a open heart, both are referenced in this weeks Parsha in two different Psukim. In a deeper sense they reference two types of Jews one jew gives because Hashem will give him back, another gives with no motive only because he opened his mind and heart opening his soul that’s called unlimited giving.
