The add-on that lets you have more than 20 saved transmog outfits per character is called Transmog Outfits, and can downloaded from curse at https://mods.curse.com/addons/wow/255416-transmog-outfits (keep in mind this will get rid of any sets you already have saved in the default UI, so make a record of them before you do the add-on!)
