• Canon 9 Ordinations with Local Formation: In 1988 the 69th General Convention of the Episcopal Church established Title III, Canon 9 that allowed bishops to ordain lay folk to serve in part-time capacities in "small, isolated, remote, or distinct in respect of ethnic composition, language or culture." Priests ordained under Canon 9 were only allowed to serve congregations in their ordaining diocese.
