John the Baptist probably shouted it in the wliderness.  Jesus taught it wherever He went.  This verse as shared with us in Matthew came toward the end of John' ministry and the beginning of Jesus'. REPENT.  It is the keyword that precedes our salvation. This message makes clear what it means from their use and the consequences of failure to do so.
