America jas over 400-thousand precincts inside counties across the country.  The Republican Party is tasked with recruiting and assigning precinct captains or chairmen to work those small areas with the sole goal of turning out republican voters.  Currently 180-thousand of those seats sit empty.  Meaning there is no one at the micro-local level to get voters to the polls.  This one reason why Republicans keep losing elections.
Nothing else really matters if we can not fill these precinct captain roles.  The "Precinct Strategy" can work, but sadly it is being ignored by many party leaders.   You will hear the story of GOP establishment county leaders sabotaging their own party after a MAGA take over.
