A simple and practical scene unfolds. The Church is growing fast, and the leadership is missing the boat in some areas. They just do not have the time to add this growing concern to their already full plates, so we see them delegate the responsibility to other qualified persons. Then, they are able to take care of a legitimate problem wisely, and do the job of teaching and preaching they were assigned.
