The conservative right has concerns: the Latino, Black, and Asian population of the U. S. is growing faster than the Caucasian population, and this means lost votes. Their solution, to propose changing who is counted for representation. Yurij Rudensky, Counsel for the Brennan Center for Justice Democracy, has authored a report “Representation for Some: The Discriminatory Nature of Limiting Representation to Adult Citizens” showing how these new laws will skew the population counts.
