Paul writes to the Roman church with deep grief for his people, Israel. They were chosen as God’s adopted children. He revealed His glory to them, made covenants with them, and gave them His law. They were given the privilege of worship and the promises of God—yet they still do not believe.
Paul’s heart longs for them to be saved. Their enthusiasm for God has been known for generations, but it is a misdirected zeal. They do not understand God’s way of making people right with Himself. Instead, they cling to their own way, trying to be justified by keeping the law.
But Christ has already fulfilled the purpose of the law, so that all who believe in Him are made right with God. The truth is clear: salvation is for everyone. As the Scriptures say, “Anyone who trusts in Him will never be put to shame.” Jew and Gentile are the same in this respect. They share the same Lord, who gives generously to all who call on Him. For “everyone who calls on the name of the Lord will be saved.”
But how can they call on Him unless they believe in Him? And how can they believe if they have never heard? And how can they hear unless someone tells them? And how can anyone tell unless they are sent? So faith comes from hearing the Good News about Christ.
The Israelites have heard and understood this Good News. Yet still, they have not all obeyed it. As God says, “All day long I have held out My hands to a disobedient and rebellious people.” Because of this, the barrier is being removed, and the Good News is now going out to the Gentiles.

"Only the living can praise you as I do today. Each generation tells of your faithfulness to the next."
