Chicago Mayor Rahm Emanuel is implementing a Universal Basic Income program.  Selected Chicago recipients will receive 1000 dollars a month with no strings attached.  This program is intended to break the cycle of poverty.  Taxpayer and philanthropic dollars will pay for this social welfare experiment.
