The phrase "Russian doll of blunders" was used by former Trump official Miles Taylor, who served as Chief of Staff at the Department of Homeland Security, to describe the U.S. Department of Justice's prosecution of former FBI Director James Comey.
During a court hearing on November 20, 2025, it was revealed by the prosecutor, Trump loyalist and interim U.S. attorney Lindsey Halligan, that the full grand jury never reviewed or voted on the final indictment against Comey.
