A recent report indicates that nearly 90% of violent crimes are plea bargained out or not prosecuted, in some cities nearly 50% are not prosecuted at all. The same study shows over 40% of violent felons will repeat offend within three years of being on the streets. Uncle Ted loves his dogs but he won’ t tolerate violent behavior from them and he suggests we take the same approach with violent, repeat offenders.
