Richard G Scott: That scripture emphasizes that the Lord cannot abide sin but He will forgive the repentant sinner because of His perfect love. It also teaches that not only is it important to keep a commandment you have broken, but by obeying all of the commandments you will obtain additional power and support in the process of repentance.
