Summary: The fifth year at Hogwarts was unusually challenging for both Harry and Dumbledore. With the Ministry of Magic and Voldemort causing trouble, Dumbledore's plan A, B, and the Backup plan were all enabled. The first big challenge for Dumbledore was Umbridge. Umbridge would never leave Dumbledore's side. Not out of loyalty, however. Umbridge wanted to make sure Dumbledore wasn't doing anything that might upset the Ministry. Dumbledore also had to deal with Voldemort. Voldemort was in fact on the rise, making things that much harder for Dumbledore. So what was Dumbledore's plan? Dumbledore would have wanted something else to happen that year, but Umbridge and Voldemort made that impossible. The fifth year, Dumbledore wanted the following: for Harry to have private lessons and learn more DADA, for Voldemort to be defeated, and for Snape to teach Harry occlumency. All those things Dumbledore wanted to happen, but the year went by too fast. Harry learning occlumency was the only thing on Dumbledore's list that happened. But we do see the rest of them happen. Harry took private lessons in the sixth year and Voldemort was defeated after that. In conclusion, Dumbledore had a very long list of items but simply didn't have time to complete them all.
