That commitment to excellence, in work, is necessary. Every one must be worth more than they are paid. When that truism is not evidident in some employee action must be taken to correct that.

I want to assure you that there are times when an employee needs to be removed.  When a situation becomes apparent and you have decided termination is the proper course of action you need to do it immediately. If you hesitate at the unpleasant task of dealing with an incompetent employee, ask yourself: “How fair am I being to everyone else in the department who are doing their jobs?” “How fair am I being to the employee, who struggles every day, trying to do something they cannot do, and who is wondering when the ax will fall?”
