Salvation is a free gift available to all people, that is the universal aspect. But each persons own circumstances are at work as well. Are you open minded to hear the Good News? And this is where it gets messy, we often conflate what brings a person to the point of being open to hearing about salvation with what is necessary for salvation; these are very distinct ideas in scripture.
