Yes, you read that right. The city of San Francisco, home to the Speaker of the House and the Governor of California and the Vice President of the United States is doing a pilot program where it pays known criminals not to shoot people.
What happened to personal responsibility? Either the population of SF is so bad, or the politicians are so oxygen deprived from the forest fires that they have decided the best way to stop crime is to pay people who commit crime not to do it. Apparently, the thought of arresting people who shoot other people never entered their mind.
If the city already knows the 10 biggest troublemakers, why are they not in jail or under surveillance?
Is this how far we have fallen, where we have to pay bad people to do the right thing, to be good citizens?
