It's a Corporation and not the Government. Child Support operates on a series of contract with the county of the State. We understand that the Child Support enforcement is a separate agency from the government.  See, 45 C.F.R. 302.12

We suggest that men should not focus on the contract aspect in your paperwork and focus on the strategy such as subject-matter jurisdiction and venue.
