The Abrahamic Nation was being led to a real place in the real world - not "heaven on earth." Judges and officers would be needed because we would be a nation of humans, needing laws, experts on those laws, and enforcers of those laws – in "The Promised Land." How this truth applies to faith-communities like our own in the present era as well.
