Nila Bala, Senior Fellow and Associate Director of Criminal Justice and Civil Liberties for the R. Street Institute explains why she believes there should be public investment into higher education for people serving prison sentences.

This includes the use of PELL Grants.

Bala describes why she thinks this is a good investment for the nation and for local communities, in addition to being good for the prisoners and their families. Among her reasons is a reduced percentage of recidivism.
