The PM's announcement of Wilful Neglect has temporarily confused the landscape. It'll pass once it's exposed as worthless rhetoric to quieten Parliament on a difficult day following the release of the Oxford CSE report. It stands no chance of changing the culture of child protection within Regulated Activities including Churches. It is however, as Simon Bass indicates, an acknowledgement that the status quo of 'discretionary reporting' is unsustainable.
