"Small Country, No Diplomacyy" is a proverb in international relations, rooted in realist international relations theory. It refers to small states (typically those with limited population, economic strength, or military power) lacking sufficient influence on the global stage, making it difficult for them to independently formulate or assertively lead foreign policy. The diplomacy of small states is often shaped or constrained by great powers, and they frequently opt to align, form alliances, or compromise for survival or interests, rather than possessing genuine autonomy in diplomatic discourse. This phrase encapsulates the reality of power asymmetry in international politics.
For instance, small states may lack bargaining power in international negotiations or be compelled to compromise their positions under pressure from great powers. Historically, during the Cold War, many small states joined the camp of a superpower (such as the United States or the Soviet Union) in exchange for protection or economic aid, exemplifying the helplessness embodied in "Small Country, No Diplomacy"
