Vik Bhide, chief traffic management engineer for the City of Tampa, FL, USA Transportation & Stormwater Services, is a regional subject matter expert in Smart Communities planning and deploying urban mobility solutions. He chairs the Hillsborough Metropolitan Planning Organization’s Intelligent Transportation Systems Committee. Vik currently leads Tampa’s Smart Cities Program. He has been instrumental in program development, design,  and deployment of Advanced Traffic Management Systems for most of the municipalities in the Tampa Bay region. He is a key member of the Tampa Connected Vehicle Pilot team, the Marion Transit Way Autonomous Shuttle Service project, and the Smart Lighting project.

She discusses the significant changes within the 11th edition, and highlights how the manual addresses safety concerns surrounding pedestrians and bicyclists, including bicycle lanes. She covers other new parts of the MUTCD, including provisions for setting non-statutory speed limits, and shares more about ITE's delegation to the National Committee on Uniform Traffic Control Devices and what this body does.
