This paper by academic Michael Mintrom defines policy entrepreneurs as "energetic actors who engage in collaborative efforts in and around government to promote policy innovations". He describes five methods they use: Problem framing, Using and expanding networks, Working with advocacy coalitions, Leading by example, and Scaling up change processes.
