The Associated Press reports the number of confirmed deaths from Harvey had reached 21; some authorities in Texas say the number is closer to 38. The number will rise in coming days. Tropical storm Harvey is heading northeast, dumping even more rain as it moves into Louisiana. Beaumont and Port Arthur Texas are underwater, basically the entire cities, underwater.
