"I'm not driving. I'm traveling." This is something a police officer engaged in a traffic stop might hear from an individual who identifies as a "sovereign citizen." What exactly is a sovereign citizen and how should law enforcement handle encounters with such individuals? Officer Marcelo Arrue and I examine some examples of these enforcement contacts and provide our analysis.
