Lawmakers are asking voters to amend the state's constitution -- give them authority to spend up to $1.3 billion dollars if they see the need to call an "emergency session" -- currently the constitution caps that at under $300 million. Speaker of the House of Representatives, Brad Wilson joins the show to explain why this is on the ballot.
